[Dx4win] Importing us counties from LoTW

If this was done there would need to be another method for the import to
check if LoTW info had already been imported or you will get multiple
iterations of the same LoTW in the note field, very messy.  For this
reason I think it should be left a manual operation.

I guess the import process could check for a LOTW: string in the QSO
notes field.

I think there are more important bugs and other issues Paul needs to
attend to before this.
