[Dx4win] Importing us counties from LoTW

When I import the adif-file (or report) I use the option "set upload 
confirmed flag". I think you must have been using the option "imported 
QSO replaces existing QSO". I would not want to interfere with the 
original log in any way except updating the upload cfm flag and the 
county information. I guess I just can't have them both automagically 
updated.
