I have updated the release notes for DX4WIN.CTY Release #32:

Not all the QSL manager changes are in there yet. I've added over 400 new QSL
manager records since the last release, the DX calls obtained from DX spots
(managers were filtered to remove bad data).
I will make a full release as soon as Montenegro has an official prefix (I have
heard E6, Z5 and Z7 mentioned). In the mean time, continue to work all the
YT6/YU6 stations who have been active on the bands.
Finally, for those of you who worked the PT5x and PW5x stations in WRTC 2006 -
most were on IOTA SA-026. At least one was IOTA SA-027 (PT5X). There is NO
database in DX4WIN that maps callsigns to IOTAs, so will have to track these
yourself.
