[Dx4win] DX4WLOTW for Windows version 2.3 released

I have released version 2.3 of DX4WLOTW for Windows:

Here is the list of problems fixed from version 2.2:

* Printer font should be correct
* No strange characters at ends of lines in window or printer
* Help button works the way it's supposed to
* More error checking
* Fixed the program icon
