[Dx4win] DX4WIN.CTY update

I'm in the process of merging a bunch of work involving the contest 
(CTY.DAT), packet (WPXLOC) and DX4WIN databases.  This means the 
DX4WIN.CTY database will be on hiatus for a few weeks while I get all 
this stuff put together and working the way it used to.  :-)

Yes, I am taking notes.

* FO/KM9D is currently active from the Austral Islands, FO/A
* longitude for OC-114 is wrong, will fix
* two new (provisional) IOTAs have been issued - NA-246 and OC-295

I'll probably publish the updated file the last weekend of August 
(26/27).  Watch the reflector for updates.
