My program will convert the EXCHANGE1: field (county abbreviation) to a valid
ADIF county name.

I'm also working on some chanes to handle county lines and strip the county
portable designator off of callsigns to they resolve to the correct DXCC
country (i.e. W4NN/SUW becomes W4NN/M, not Sudan).
