[Dx4win] DX4WIN.CTY Release #24 - second call

I have updated the release notes for DX4WIN.CTY Release #24:

This release contains over 750 new QSL manager entries.  Some are for 
contest DX 2x1 and 1x2 callsigns, others for USA 1x1 callsigns.  This 
is in addition to the usual new ones from DX spots.

I am still waiting for the new IOTA reference designators for:

   SU8GFTN - Giftun Island (Red Sea Coast North Group)
   L95WI - Chubut Province North Group (starting 22 October)

It sounds like the Italians will not be activating any new T32 island 
groups this year.

Please send me any other corrections soon.  This release will 
probably arrive around the end of the month.
