Which bug is this?

The bug Paul fixed was if you had logged a station like KP2A in USVI, 
then that station moved to USA (and was in the callsign exception 
file), the next time you logged KP2A, the country would be correct 
(W) but the zone would be incorrect (8).

If there is a different bug, please let us know how to duplicate the problem.

Not this time.  However, I have the MicroHam interface now (not set 
up - yet) and hope to encourage Paul to support Winkey.
