[Dx4win] DX4WIN.CTY Release 16 - third and final notice

The final description of DX4WIN.CTY Release 16 is on my web site:

The major changes in this release:

   * corrections brought to my attention
   * fixed many zones in UA, UA9, VE, VK and W (mostly portable ops)
   * added some more VK9 callsigns
   * removed some incorrect callsigns
   * most USA 1x1 calls have correct QSL manager

I will release this version sometime shortly after 00z on March 10.
