[Dx4win] DX4WIN.CTY Release #21 - first call

Ed, K2MFY sent me his country file and this resulted in a large 
number of new callsign exceptions.  It also encouraged me to look at 
the DX spots databases since 1997 (again) and I found a lot of U.K. 
and Spanish calls that require exceptions.  The results so far are listed at:

I think there are some errors here, and I still have a list of 
questions which Ed has not responded to yet.  The actual release is 
probably a couple of weeks away.
