[Dx4win] Release 10 of DX4WIN Country File available

Hi Folks,

Release 10 of the DX4WIN country file is ready.  Every time I think I'm 
done, I find a new batch of data. But I need to stop so I can on to other 
things. Barring any further changes, this database should make it into 
DX4WIN 6.04 when Paul is ready to release it.

Please let me know of any additions or corrections, preferably those you 
can confirm from a QSL card. The data collection and integration is prone 
to mistakes.
