[Dx4win] Pre 1975 CW DXCC confirmations

I also struggle with this problem (CW QSOs back to 1952), and use a date 
filter, when I remember to do so.  DX4WIN should be aware of award start 
dates to prevent the problems with spotting and generation of reports.
