Tom, this policy was in place long before LoTW.  I believe the ARRL data 
entry software requires them to enter band and mode first.  Then the data 
entry clerk enters all the QSOs for that band and mode.  When that part is 
done, they "throw the switches" to the next band and mode, then enter the 
next batch of QSOs.  I guess this allows them to NOT have to enter the 
band/mode individually for each QSO, but as you can see, it does require 
some pre-sorting on the part of the submitter.
