Well Jim, you hit the nail on the head. The answer to my problem is
embarrassing, but I am posting to the reflector so that all the world
can see just how stupid the software is. The program would only do what
I told it to do, and not what I intended for it to do. Obviously, Paul
needs to put some artificial intelligence into DX4WIN to compensate for
operators like me.
When I create export files, I keep a copy and include the date as part
of the filename. I also include the date as part of the filename
downloaded from LoTW. I even keep them in separate directories.
Tonight, I discovered that I was trying to import my exported file. The
import window was defaulting to the directory where my export files are
stored and I was just looking at the date portion of the filename
instead of reading the whole name.

Are you sure you're importing the lotwreport.adi file that you *think*
you are
importing? Look at it to see if these are new QSOs, or just QSOs that
are
already marked as "upload confirmed" in your log.
