[Dx4win] Direct I/O and LPT CW Interface for Windows XP computers

You do NOT need Direct I/O with DX4WIN.  DX4WIN is able to key the 
LPT port without any special drivers.

Writelog can NOT key the LPT port, and thus you need the driver.
