[Dx4win] Error explained

I am using win98se

Yes, I did a reboot after the reinstall.
It still would not open.
It still gives the same error message.

I am looking at the fixes and will check those.

I ran Norton Utilities after the problem arose,
and even did a complete check.
The problem is still there.

I am looking at the files that might be missing now.

Check to see vichwll.sys is loaded into the windows drivers subdirectory.
Which OS are you using? Win9X , WinXP?

If Win XP do you have SP1 or SP2?

Are you using a firewall, windows or ZoneAlarm or the like?
