Have you rebooted since the reinstall? That's necessary for the driver
to be loaded.
If you have rebooted, the driver is supposed to be in the "drivers"
subdirectory of the installation tree - try copying the files from
"C:\Program Files\dx4w603\drivers\*.sys" to
c:\windows\system32\drivers\ and rebooting.
