[Dx4win] Moved DX4WIN.CTY files

Hi Folks,

I moved the storage of the DX4WIN.CTY files to my ISP (Comcast).  My 
personal web site (www.ad1c.us) was over the disk space limit.

This should not cause people any problems, it's just a 
heads-up.  Make sure to refresh the page to updates the links.
