Alan,

This must have been a joke ! It is true that access to some sites, like
KaZaa was discussed in order to prevent fraud, but no language related
filtering was involved.

I read somewhere that the French Government has some French located
ISP's block some non-French written web sites from the French people.
  Is that true?  Could that be your problem?
