However, I wonder what is the real QTH for excample for RT9W (RZ9WWH). 
They are always giving in contest their QTH as CQ zone 17

but in fact, as I have understood, they are in zone 16,

as their oblast is BA, RDA BA-21.

I wonder does anyone have a card from these guys and what does
it say about their CQ zone.
