So what does this mean? Did those oblasts change from zone 16 to zone 17 a
dozen years ago?

I looked in my log and found that all my UA9S and UA9W calls dated from 1979
through 1988   have  ZONE  16.

These calls were worked when I was using the old WJ2O  logging program. They
are verified by qsl cards.
