According to the WAZ list:
Zone 16. Eastern Zone of Europe: UR-UZ, EU-EW, ER, UA1, UA3. UA4, UA6, UA9
(S,W). US, UC, UO, and R1M (M V, Island)

Zone 17. Western Zone of Siberia: EZ, EY, EX, UA9 (A, C, F, G. J. K, L. M,
Q. X) UK, UN-UQ, UH, UI and UJ-UM


I wonder what a WAZ checker would qualify a UA9S or UA9W card for, even if
the card DID say Zone 17? And what if they're portable? Are Russian rules as
liberal as US rules, where you can use a callsign that designates one being
in a region/area/district they really aren't?

They aren't always right, either. They say EU0G s/b Asiatic Russia, but I
have a card in hand that says that's Armenia. I think the rule I gave works
for sure pre-1991, it's that 1991-1995 "transition period" that's a big
mess.
