[Dx4win] LoTW problems

Steve, I have the same problem.  There's some "magic step" that we must be 
missing.  Or perhaps something in our .CFG files is preventing this from 
working.  My guess is some uninitialized field somewhere which makes DX4WIN 
think that all of the QSOs have already been exported, which they have not.
