Garry,
SP7DQR has written a program (WL2DX4WIN) which makes this transition,
Writelog to DX4WIN. It also does some maniupulations with numbers. I have
used the program for several years and it is excellent for getting states
into the right spot. It ignores VE provinces. The current version is 2.11.
If you can't find it via a google search, let me know and I will send you
the zipped file. It is a quite handy program when you're trying to get
states in the right spot...and it is free.
