[Dx4win] ADIF Conversions resolved

You may want to try the program wl2dx4win by SP7DQR. It will take the ADIF
generated by Writelog and change the QTH field to STATE and convert the ARRL
sections to states. It also gives you a field to insert a comment. It's
been a while since I used it but when I did it worked great!
