I think Paul is aware of this problem. The following priorities seem to make
the most sense:
1. New all-time (yellow)
2. New mode (white on blue)
3. New band (white on red)
4. Unconfirmed mode (blue on white)
5. Unconfirmed band (red on white)
I think the numbers are right, but the program mistakenly assigns priority 4 to
spots when they are also priority 3.
