[Dx4win] color and priority

Yann, there seems to be a Priority problem in the current version of the 
program. Based on the Priority definitions, my expectation is that an all 
time new band which is Priority 3 (Red Bolded) would take precedence over 
an unconfirmed mode which is Priority 4 (Blue).

However, I have now noted multiple instances of different callouts where 
they were new all time bands but unconfirmed modes and the spots appeared 
as Priority 4 (Blue) instead of Priority 3 (Red Bolded). So, despite the 
numbers, Priority 3 vs Priority 4, it seems that the program logic being 
applied is that an unconfirmed mode is of higher priority than an all-time 
new band. I hope my explanation was clear. Tony N2SS
