Thanks to all who responded to my inquiry below. Brief summaries of the
responses (and my comments) are outlined below:

Well, probably my lack of knowledge of the program, but it didn't seem
to work. I did an F8 and put in 1/1/1975 and it did indeed find all the
QSOs after that date. I then did "Reports-DXCC-Submission" but it still
included the 1960s QSOs. Again, most likely my lack of knowledge.
I thought there would be some way to delete the incorrect submission
report and re-create the report with the new, corrected date (i.e., the
1960s QSOs having been changed from "Submitted" to "---"). However, this
bogus submission report seems to stick around like bubble gum on your
shoe! <grin>

Well, this is my second submission (already did it once for "Mixed"
DXCC) and I'm not sure if "resetting flags" would change all the ones
that already are marked "Checked". Also, I have over 10,000 Q's in the
log and don't want to have to manually pick through all 10K. Until I
understand the reset flags option better, I don't think I want to go there.

Well, although this is the least elegant solution, it so far appears to
be the most practical and I think it is the one I will use (unless I get
a lot more knowledgeable about the program).
BTW, as I said, this will be my second submission. The first was for
"Mixed" (and just over a 100 cards to get my foot in the door) and I
submitted it before owning DX4Win. I went into the program after the
fact, marking the appropriate cards as "checked". This current
submission will be for quite a few more cards and for bands and modes;
also, I will be going to a local checker rather than mailing them to the
ARRL.
Thanks again to one and all for the comments! And I really do think
DX4Win is still the best logging program out there, the occasional quirk
and/or lack of operator expertise aside...
