[Dx4win] IC-746 PC Control

I believe this is an issue with the protocol that Icom uses to control 
their radios. This seems to be an issue with a couple of other logging 
packages as well. Apparently, the radios don't "report" their split status, 
so DX4WIN can't keep track of it.
