how peculiar, I noticed the same thing exactly today!

I had V73 station Blue on White on 40m CW although never worked V7 on 40m
before!

But I don't have V7 confirmed on CW at all so the 4th priority is correct in
itself, but it seems to dominate over priority 3.

I checked now with some more examples, yes, 4th priority dominates over 3rd!
