I agree with Steve.  One addition to his final thought:

"By the time it gets to freeware, it's usually wayyyyy outta date, OR WRONG."

I trust the GOLIST for managers explicitly.  Free databases tend to have 
too many errors.  But that only gets you the managers, you still need a 
callbook.  I prefer the Radio Amateur "Flying Horse" callbook CDROM, but 
you can use QRZ.COM over the Internet.
