[Dx4win] DX4WIN.CTY Beta 3 ready for download

DX4WIN.CTY beta #3 is ready for download.  Follow the instructions on this 
web page:

There is an extensive list of changes and a link to the revision history.

The major changes:

	* Fixed prefix, callsign mappings.
	* Added new callsign mappings for 2003
	* Updated IOTA database
	* Updated outgoing QSL bureau flags (thanks John K3CT)
	
I still have not switched over to the ARRL-compatible prefixes yet.  Next time.

Here are the stats:

DX4W602 database:

	2931 prefix mappings
	841 callsign mappings

Beta 1 database:

	3874 prefix mappings
	2360 callsign mappings.

Beta 2 database:

	3938 prefix mappings
	2239 callsign mappings

Beta 3 database:

	3941 prefix mappings
	2305 callsign mappings

As you can see, there are over 1000 new prefix mappings and 1500 callsign 
mappings compared to the "stock" DX4W602 database.

Again, I'd like to thank everyone who has helped -- too many people to name.

I'm still interested in correcting errors, and I'm happy to accept your old 
DX4WIN.CTY so I can ensure your unique prefix mappings are included. Please 
follow the instructions on the web page.

p.s. I had planned to do yard work today.  Well, I started this at 10 p.m. 
on Saturday night, and it's now 11 p.m. on Sunday night and I'm finally 
finished.  The yard will have to wait!
