[Dx4win] DXCC Award Submission problem

Hello all,

I'm running DX4Win 5.03, and trying to get dx4win to generate my first 
submission list for DXCC.  Everything looks in good shape with the the 
Reports->DXCC->Listing and Reports->DXCC->Summary showing plenty of 
confirmed totals.  When I ask it to generate a Submission via 
Reports->DXCC->Submission I get an blank list.    All the flags for every 
award is clear.  Has anyone seen this before?
