[Dx4win] Adding a comment to QSOs in an ADIF file.

This package has been extended with a Win32 version.  I figured some people
who might want to use it would appreciate using a Window rather than a
command line.

The new package is FixADIF.zip.  It contains ADIFComment.exe, the CLI
program, FixADIF.exe, the Win32 version, and a couple of pages of
documentation.  Since the Win32 version was done under Visual Studio 6 and
the MFC I didn't bother with source.  If you have Visual Studio 6 and want
to play with it, mail me and I can wrap-up the project and send it along.
