[Dx4win] Packet spotting colors etc

The one thing that I would like to see if being able to set a high priority
for a country that I have previously worked, but have not confirmed (for
whatever reason I am assuming that there are some that I may never get
confirmation). I would prefer to just continue to work a country until I
get the confirmation.
