[Dx4win] Primary prefix for Ukraine?

There are a number of discrepancies between DX4WIN and the ARRL.  This 
makes it harder to "go down the list" and verify that the ARRL credited you 
with everything that DX4WIN says you submitted.  Even within the ARRL, 
there are discrepancies between the ARRL DXCC List published on the web 
(and in the booklet) vs. the printout from the awards computer.

I started to audit DX4WIN's list but have not had time to finish the 
work.  Maybe I can get this done in time for 5.04.
