[Dx4win] How to manage QSLs for non-bureau members

This might not be the best possible way, but if you go back to the original 
QSO and enter something not "not valid for buro" in the "Notes for this 
call" screen, that will display every time you work that station. You would 
have to "manually" change the QSL settings on the QSO screen, but at least 
that way it'll come up when you work the station.
