Pete,
I would not mind looking at cabrillo import; but which one? Last time I looked, there were several versions around. I prefer ADIF, and it looks that many software packages support that now. As long as a product exports to ADIF, DX4WIN can import !

However, the filter editor in DX4WIN should make it easy for you to add that capability and create a new import filter. Just go to File|Import/Export, click on it, select the N6TR filter, then click on Filter|Edit at the top of that dialogue box. You will need to determine at what line position the 2-letter State abbreviations are found, and make the filter pick them up, then save it as (for example) N6TR10.

That means a certain amount of confusion, as the program will think that Norwegian stations are in Louisiana, Dutch stations are in Pennsylvania, etc. You will also get a lot of errors from 3-letter Dx prefixes.

The neat part about the DX4WIN import filters is that they are almost infinitely customizable. There may well be more choices, such as Cabrillo input, in 5.03, or if not there, hopefully in the next revision, which I'm told is currently in the works.
