[Dx4win] Replacement:ARRL Sections => States

Once again I am merging my TR Log logs into the DX4WIN database. Once again
I need to insert the State into the file rather than the ARRL Section. I
have in mind creating a VBASIC program to do this, but would rather not
re-invent this wheel if someone else has already done it and is willing to
share their work.

If you have a method to make this conversion please advise me.
