The following was posted on the ILLW Web (https://illw.net/): "Please note that the ILLW (Inter- national Lighthouse Lightship Weekend) for 2020 will NOT be cancelled due to the impact of the Corona virus. Participation will be the decision of each entrant depending on their own circumstances and Government rulings regarding border and national parks closures and social contact etc." The 23rd ILLW will be held between 0001 UTC, August 22nd, to 2400 UTC, August 23rd, 2020 (48 hours). As of July 31st, there are 264 entrants listed for 2020. The list of lighthouses and reference numbers can be found at: https://illw.net/index.php/entrants-list-2020 4U1UN (United Nations Amateur Radio Club) NEWS (FaceBook Update, dated July 31st). Greetings from UNARC/4U1UN. As most are aware, UNHQ has been shut down for some time due to COVID-19. As a result, basic maintenance of equipment has been postponed until the building is reopened to staff. The Secretary General has implemented a multi-phased approach based on state and federal guidelines. As such, we hope to regain access in October or November. It's at that time that maintenance activities will be sched- uled with the appropriate departments in order to address pressing equip- ment failures. This includes repair to our Acom amplifier control module as well as the beacon antenna. On other news, I've been testing and evaluating a Flex Radio Systems 6600M which was kindly loaned to us by our friends at Flex Radio. The Flex SDR system has proven more than capable of performing in our con- strained operating environment, and is something as current club president, hope to implement into our station as soon as possible. Many thanks go to Flex Radio, especially, Matt Youngblood for his generosity and will- ingness to work with the United Nations Amateur Radio Club 4U1UN. I'll try to update you with more news as it's made available to me by senior management and our administration. Until then, be safe. Be well.... 73, James K2QI 5H, TANZANIA. Late last week, information came out about a well-known DXer (from the late 80's and the first half of the 90's; many older DXers may remember working him from very rare places; some questionable) will be going to Pongwe, Zanzibar Island (AF-032), Tanzania, and be active as 5H1RR. Specific details and dates have not been mentioned, but the operator was named -- Roman Vega (aka Romeo Stepanenko), 3W3RR (also to name a "few" other callsigns -- 1S0RR, 1S0XV, 1S1RR, 4L/AH0M, 5A0RR, 9D0RR, R3A/3W3RR, UB5JRR, XE2/AH0M, YA0RR and P5RS7). Romeo has been mostly in prison starting in 1993 (in Libya and Egypt), in in 1999 by the FBI - in Miami (however, that case was dismissed), but was arrested again in Cyprus in February of 2003. After spending 18 months in prison there, Romeo was extradited to the United States on an Interpol warrant in 2004. After serving many years in different prisons throughout the U.S. (for conspiracies to commit money laundering and access device fraud), Romeo was released from the York County Prison (PA) where he was held until November 2019, and then escorted to an airplane jetway at JFK airport and on February 1, 2020, landed in Russia. For more details about Romeo and his operations, pictures of his QSL cards and his life activities (a lot of info), see the following Web pages: http://www.3w3rr.com/p/intro.html http://www.dokufunk.org/amateur_radio/personalities/index.php?CID=1175 ADDED NOTES: Even if Romeo's 5H1RR operation takes place, his operation will probably not count. He has been banned/disqualified from participation in the DXCC program (in any manner). This was inactive by the ARRL Awards Committee after they reviewed all of the documentation for Romeo's 1992-93 P5RS7 North Korea operation. It was also announced in a ARRL DX Bulletin (#11) in 1996: http://www.arrl.org/w1aw-bulletins-archive/ARLD011/1996 By the way, on May 25th, 2020, there was a posting that Romeo was also going to be active as 9Q9RR from Mbuji Mayi, Dem. NCDXF NEWS (Press Release, date July 28th) [edited]. The Northern Cali- fornia DX Foundation is pleased to announce it is granting 5,000 USDs to the JX0X 2021 Jan Mayen Island DXpedition planned for September/October 2021. Jan Mayen Island is in high demand on the LF bands by DXers in North America and East Asia and is a primary focus of this team. DXpedition team leader Ken Opskar, LA7GIA, says "the JX0X team (is) very pleased to have received this major grant from NCDXF. With the trust you have shown by supporting us, we will put a lot of effort in making a good low band show in 2021. We are aware of how much JX is needed in NA and look forward working many NA DXers!" The Web page (http://jx0x.com) has details of the 2021 Jan Mayen Island DXpedition. DXpeditions to rare entities like Jan Mayen Island that are so remote are becoming more expensive, a trend that we believe will continue. NCDXF's primary purpose is to help fund well-organized DXpeditions to desirable DXCC entities like South Orkney Island. During the last 48 years, NCDXF has granted nearly 1.2 million USDs to hundreds of DX- peditions - helping to put an "All-Time-New-one" (ATNO) in the log and make DX happen for thousands of DXers worldwide. The credit for these large grants goes to the NCDXF contributors, individuals and clubs who support the DX community. Without those contributions, DXpeditions to entities like Bouvet or other desirable locations would not be possible. We wish the JX0X Jan Mayen Island DXpedition team a safe and very successful trip to Jan Mayen Island next year. 73, Ned Stearns, AA7A -- NCDXF Vice President NCDXF Web page -- http://www.ncdxf.org OJ0, MARKET REEF. Members of the Fifth Ocean Amateur Radio Amateur Club, together with the Union of Radio Amateurs of the Armed Forces (SRVS) with the support of the Russian Radio Amateurs Union (SRR), are now active as R90WDWR from Bryansk Region until August 16th. Activity is to mark the 90th anniversary of the formation of the Russian Airborne Troops. Operations will be on 160-10 meters. QSL via RZ5D (paper only). Mike states that Doug was a very active CW operator. He was winner of the first 6m and 160m DXCC in Paraguay among many other achievements, plus a CW operator in many contests as part of ZP5MAL's contest station team. T30ET TARAWA ISLAND, WESTERN KIRIBATI, DXPEDITION NEWS (Update). Alex, 5B4ALX, who has been trying to be active as T30ET from Tarawa Atoll (OC-017) since mid-March, posted the following on July 28th [edited]: "Unfortunately, today Solomon Island Gov published the extension of the ban period to international flights to 24 October 2020. Solomon Airlines has today confirmed the airline will extend its sus- pension of scheduled international passenger flying from August 31st, as previously advised, until October 24th, 2020. However, I continue to monitor the situation in the hope of better development. The villa is still booked and paid for for a period of 3 weeks as well as overnight transit in Brisbane; therefore T30ET is currently postponed - NOT DELETED!" He also posted: "Unfortunately, at the moment, the only further possi- bility of reaching Tarawa Island is through Fiji Island, but further quarantine constraints and two additional flights with over 100kg of equipment make this alternative unacceptable. I evaluated the possibility of an alternative activity in September from another location in central Africa, but I decided that I prefer to focus resources on T30 as soon as possible with the possibility, if resources allow it (time and money) to extend the DXpedition to H40 as well, a location that was planned for 2021. At the moment the villa in Tarawa is paid for three weeks and I have a voucher for the transit to Brisbane, so nothing is canceled ... you just have to be a little patient and not be put off. All the material is ready to go and is regularly tested and kept checked ... we wait for the flights to reopen!" Alan, VK6CQ/VK0LD (and until recently, the holder of VP8PJ for the last 44 years!), passed on the following info: Britain's desire to maintain its claim over its slice of the Antarctic plus the South Shetlands, South Orkneys, South Georgia and the South Sand- wich Islands is fast waning, it would seem. All existing VP8 'lifetime' amateur radio licensees for these regions have recently been abruptly canceled by the body responsible for issuing them (the Falkland Islands Government) and there are no longer pro- visions in place to issue new licenses for these regions as the VP8 prefix apparently now only applies to the Falkland Islands. Anyone planning a future DXpedition to any of these five entities will now have to get a license from either Buenos Aires or Santiago instead. The reasoning behind this astonishing action remains unclear. The last known licensed operation was VP8PJ from the South Orkneys earlier this year. Meanwhile, in the Falklands themselves, all 'lifetime' licenses held by overseas amateurs have also been canceled in the same manner and such licenses are now reserved exclusively for permanent residents. Visiting amateurs to the Falklands will now only be issued a temporary licence for the duration of their visit. Note that the Falklands do not participate in CEPT and operating as VP8/Homecall is not legal there. Anyone wishing to protest this action or make representations can contact: The Communications Regulator Attorney General's Chambers Stanley Falkland Islands FIQQ 1ZZ South Atlantic Email: regulator.telecoms at sec.gov.fk Tel: + 500 28459 www.regulatorfi.org.fk For updates, see: www.openfalklands.co.uk CB33, CHILE (Special Event). Members of the Radio Club Eternautas (CE3ETR) are now active as CB33M until October 13th. Activity is to commemorate the 10th anniversary of the August 2010, landslide in a mine in the north part of Chile (Atacama Desert) where 33 miners were trapped for 3 months until their rescue was carried out. Operations will be on 80m-70cms using CW, SSB and the Digital modes (FT8/FT4, JS8, RTTY, PSK31 and SSTV). QSL via PO BOX 12096, Santiago, Chile. IOTA NEWS. He states [edited] that he will be "staying at the Destin West RV Resort which is located on Okaloosa Island. Hopefully I will be able to set up my CrankIR and run 500 watts from the motorhome, but many RV parks are not very 'ham radio friendly' - especially so, these kind. I will not be able to 'hide' the antenna amongst a bunch of trees because there are none - the antenna will be very visible.... if there are problems operating from the park I will do my best to get out and operate from other locations on the island or perhaps Santa Rosa Island which is connected to Okaloosa and also NA-142. There are many miles of undeveloped beachfront in this area - I should be able to find places to operate! I will be operating mostly ssb. As much as I love cw in recent years I have been having a really hard time pulling out in- dividual callsigns from a pilup - and the condition isn't getting any better the older I get! If I try cw it will most likely be split. With the Crank IR I should be able to operate on 40 through 10 meters. 60 meters and FT8 are not options at this time so please don't bother to ask. I will post my logs to LoTW after my return to WI and ClubLog hopefully from the island. Depends on internet access at the resort." QSL via his home callsign. OC-228. Access to the island by the bridge is closed in case of strong winds, and to sit in the rain with all the hardware somehow does not attract me. Alas, again 100 W from the battery, again GP, again 20 m band only, again CW only. I will move around 14042, depending on the situation on the air. Time is scheduled from around 0 GMT until our twilight, 7 GMT. I will be on the internet all the time, email, watching DX Summit cluster, phone, Skype, Facebook, but I will upload the log only after the end of this disgrace. Hope to hear everyone who needs it." PLEASE NOTE: Since the Webmasters of the new have decided NOT to post or dedicate a Web page to announce upcoming IOTA operations, PLEASE send your IOTA operations information to the OPDX, and we will post it here in an upcoming bulletin...... LOTW NEWS (Help Support Logbook of the World!). From the ARRL Development Department: Since 2003, Logbook of The World has provided amateur radio operators with a quick, simple way to claim and verify contacts. This verification formerly required exchange of paper QSL cards and submission of a paper application to ARRL - a slow, environmentally unfriendly, and somewhat expensive process. Using LoTW today, some digital contacts get confirmed within minutes of when they conclude. Because ARRL wants there to be no barriers to stations uploading their QSOs, LoTW is available to any amateur radio operator at no cost to the user. However, there are costs incurred by ARRL for Logbook operations run by ARRL staff members including costs for programmers, equipment, web access, and user help and support. The future of LoTW! ------------------------ ARRL Headquarters staff works with a permanent committee to oversee, maintain, and improve LoTW. Some notable achievements and goals that have resulted from this work include: * Continuous reviewing and updating of Logbook processes to facilitate ease of use * Adding new ARRL awards as well as awards from other organizations * Enhancing DX registration through supporting email methods * Adding support for multiple locations within a single upload, which supports the rover and mobile communities * Future growth including a redesign of Logbook's web presence Today, LoTW is more important than ever! ---------------------------------------- * The worldwide COVID-19 pandemic has significantly slowed international mail. * In some countries, the mail has been embargoed. * Many national ham radio societies have discontinued their QSL bureaus and it's unlikely that they will reappear. Your donation to Logbook of The World will support maintenance of the current database and expansion of the system in the future. Visit the ARRL Donation Page (https://www.arrl.org/arrl-donation-form) to support Logbook of The World today! OJ0, MARKET REEF. Henri, OH3JR, is once again active as OJ0JR from Market Reef (EU-053) until August 21st. Activity will be limited to his free time because he helps with maintenance of lighthouse while there. Look for operations on 80-10 meters using CW, SSB and FT8. QSL via his home callsign or ClubLog. OPDX MAILING LIST (Just A Reminder). Details on how to subscribe and unsubscribe from the "OPDX Mailing List" are at the bottom of this bulletin. PLEASE pass the word around.... Thanks and 73 de Tedd KB8NW PJ4, BONAIRE (Special Event/Award). The following was posted on QRZ.com on August 9th [edited]: PJ4TEN is a special event station active during October 2020 to commemorate the 10th anniversary of "10/10/10" - October 10th, 2010. On that date the former country of the Netherlands Antilles was dissolved and Bonaire became a 'special municipality' of the Nether- lands. As a result, Bonaire became a new DXCC entity on that date. To mark the 10th anniversary, Bonaire's radio amateurs are organizing a month-long operating event. A PDF award will be available to those who achieve 10 points by making contacts with PJ4 stations during October. Rules: 1. A total of 10 points are required. 2. A contact with PJ4TEN is worth 2 points. 3. A contact with any other PJ4 station is worth 1 point. 4. Exception: on the exact anniversary, between 0000UTC and 2359UTC on Saturday October 10th, all PJ4 stations count 2 points. 5. All stations may be worked more than once on different bands and/or modes for additional points. Example: QSOs with PJ4TEN on 14 MHz SSB and 7 MHz FT8, and with PJ4NX on 14 MHz CW and 7 MHz FT8, would count a total of 6 points (2+2+1+1). However, if all those QSOs took place on 10/10/20 a total of 8 points would be scored (2+2+2+2). 6. Only contacts made between 0000 UTC on October 1st and 2359 UTC on October 31st count towards the Bonaire 10/10/10 Award. 7. There is no fee and no QSLs are required. 8. To apply: send a list of contacts made, stating the date, time (UTC), band and mode to: pj4ten at gmail.com 9. The award is also available to SWLs on a 'heard' basis. For each contact logged, please list at least two stations with which the PJ4 station was in contact. The following is a list of all currently-licensed Bonaire stations: PJ4BZL (Berry) PJ4KY (Bert) PJ4TEN (special event station) PJ4DX (Steve) PJ4NG (Noah) PJ4/DC7MO (Monika) PJ4EVA (Eva) PJ4NX (Peter) PJ4/DL1COP (Holger) PJ4GR (Gerard) PJ4RF (Rinse) PJ4/PE1NMB (Erwin, awaiting full PJ4 callsign) Other PJ4 callsigns may also be active during the month. The special event station PJ4TEN, along with PJ4DX, PJ4KY and PJ4NX, the QSL information is via Tim Beaumont, M0URX, direct, via OQRS and via LoTW. VJ/VK/VL, AUSTRALIA (New Contest Callsigns). From the August 19th, ARRL Contest Update (*): The new Australian contest call signs are here! According to Glenn, VK4DU: "The Australian comms regulator, ACMA, have approved the issue of 2 x 1 contest call signs with VJ, VK and VL prefixes. These callsigns are available for Advanced-class amateurs and club stations, for contest operation only. There is a limit of one callsign per licensee and one per club. The 2 x 1 contest callsign structure was originally developed by a cross-sector committee convened by the Radio Amateur Society of Australia. After a suggestion by the ACMA's outsourced call- sign provider, the Australian Maritime College, ACMA has extended this structure to two new prefixes; VJ and VL. This allows 2 x 1 callsigns to be available to many more amateurs. Here's(**) a link to the new call- sign template and FAQ." [Press Release] On the first day of next September, it will be 40 years since in Havana, a small group of Cuban DXers founded the Grupo DX de Cuba (GDXC). For this reason, throughout this month, the hunt for more than sixty members and aspirants of the group will be the objective of those who enthusiastically aspire to obtain the certificate "40th Anniversary of the GDXC." As has already happened in previous celebrations, not only Cuban members of the group join the valid stations, but there will be also members who responded to the call from Bulgaria, Bolivia, Ecuador, Hungary, Spain, the United States, the Canary Islands, Colombia, Japan and Mexico. Three basic versions of the certificate will be awarded, depending on the number of valid stations worked, regardless of band or mode. To obtain the "Gold" seal, it will be necessary to work at least 50 of the valid stations, for "Silver" 40 and for "Bronze" 30. In addition, in parallel a general classification will be created with all the contacts that are made, which may be daily, by band and mode. At the end, those who occupy the first ten places in this classification will receive a certificate with the category "Diamond." Finally, a special Certificate will be granted to those who, over the years, have become creditors of the certificates granted during the 35th, 38th and 39th anniversaries, in addition to the 40th. Those who aspire to the certificate in any of its variants, must send their request to the electronic address (gdxc at frcuba.cu). It must include all the contacts made with each of the valid stations, organized chrono- logically and also specifying the date, the time in UTC, the band and the mode. QSOs made in any band and mode will be valid, in the case of the 2 meter band, contacts made through repeater stations will not be accepted. We reiterate, daily contacts will be allowed, which will help in the general classification score to obtain the "Diamante" category. The member and applicant stations of the DX Group of Cuba that will be valid for the certificate are the following: CP6CL, EA5B, EA8XNX, HA3JB, HC1DAZ, HK3TK, HK6DOS, JH1AJT, K7JA, LZ1BY, WB2REM, XE1KK/6E6E, CM2ANA, CM2RSV, CO2AAT, CO2AFV, CO2BK, CO2CMI, CO2II, CO2JD, CO2PBR, CO2RQ, CO2TZ, CO2VDD, CO2YQ, CM3EFM, CM5ABC, CO5FM, CO5LB, CO5WE, CO6OV, CO8RBD, CO6DE, CO6EC, CO6HZ, CO6KVA, CO6RD, CO6SRS, CO6WIL, CM7VI, CO7DSR, CO7EPP, CO7HH, CO7HNS, CO7JY, CO7MS, CO7MLS, CO7OK, CO7YS, CO8BYT, CO8CY, CO8HO, CO8LY, CO8NMN, CO8MGY, CO8NDZ, CO8OH, CO8RRM, CO8RCP, CO8SC, CO8VQ, CO8VW, CO8WAL and CO8ZZ.
