The only amateur radio activity from the Acteon Group took place more than 28 years ago by Robert Berry (FO5BI/P). He operated in April 1990 from the Marutea Sud Atoll. This IOTA reference is currently ranked #6 on the Most Wanted IOTA Listing, needed by 98% of the IOTA members. Since at the time of this operation there will be 1126 IOTA references activated to date, compared to 340 current DXCC entities, the rarity of this IOTA group corresponds to #2 on the DXCC Listing. The Morane Atoll is the only counter of the New IOTA Group OC-297. It fits the "Remote Island Group" criterion (IOTA Programme Structure B.1.3). Both Atolls are uninhabited. The plan is to operate from each Atoll for 5 full days. Pacific Islands DXpedition Group FOR IMMEDIATE RELEASE October 13, 2018 Amateur radio permit application to Kure Atoll ?denied?; Hawaii?s Department of Land and Natural Resources cites 1990 textbook, ?Vertical structures such as the radio antenna for ham radio operations, pose a direct bird strike hazard.? Trivoli, IL (October 13, 2018) ? Over the course of the past four years, the Pacific Islands DXpedition Group (PIDXG) has sought permission to conduct a DXpedition from Kure Atoll, currently ranked by ClubLog as the #7 Most Wanted DXCC entity. During this time PIDXG has filed four separate permit applications. Due to scheduling conflicts, the first application filed in November 2014, was voluntarily withdrawn in April 2015 following authorization by The Nature Conservancy for the PIDXG?s January 2016 K5P Palmyra Atoll DX- pedition. A second permit application, filed in April 2016, was also subsequently withdrawn, nearly one-year later, due to the ARRL DXCC action ?deleting? Kure Island (and Midway Island) from the DXCC program. However, following its DXCC reinstatement, a third PIDXG permit application for Kure was filed in July 2017. During the process of these three permit attempts, several email exchanges occurred to address the reviewing agencies? follow-up questions and legit- imate concerns about our activity coinciding with Kure Atoll?s ?albatross season.? Ultimately, our third permit application stalled out. Email status requests went unanswered. In December 2017, a phone call was placed to our Permit Coordinator assigned from Hawaii?s Division of Forestry and Wildlife and we were advised that an official ?denial package? would be returned to PIDXG following a January 2018 Trustee Review Board meeting in Honolulu. After many email requests and phone calls on the status of the ?denial,? on June 25, 2018 PIDXG finally received the formal denial package from the Chairperson of Hawaii?s Department of Land and Natural Resources (DLNR). The official position was that amateur radio ?cannot be conducted with adequate safeguards for the resources and ecological integrity? of Kure Atoll. They contend that our use of antennas would pose a consider- able risk to the island?s bird population in spite of the fact that we indicated in our application we would be following USF&W approved guidel- ines and protocols successfully used by DXpeditions in other National Wildlife Refuges (NWR) and as praised by USF&W officials. Throughout each attempt of the permitting process, PIDXG has acted in good faith in its efforts. It has adhered to all procedural and appli- cation guidelines necessary for requesting access to this Public Land, land where amateur radio has already been determined to have ?existing use? by the same Federal agencies overseeing this and other Pacific NWRs. It is the understanding of PIDXG that there have been NO documented instances of negative impact to the ?ecological integrity? at any NWR from any previous amateur radio activity. Thankfully, through the guidance of the oversight agencies and the protocols directing radio operations from these environmentally sensitive areas, it can be said that amateur radio has maintained an impeccable track record in this regard. To suggest that amateur radio poses ?unacceptable risks? or ?has the potential to adversely impact seabirds and other protected species? at Kure Atoll is disingenuous and without basis in fact. Again, we refer to the praises sung by U.S. Fish and Wildlife in the above-mentioned YouTube video excerpt. The last amateur radio activity to Kure Atoll was in 2005. PIDXG does not think it is unreasonable to request the use of a U.S. Public Land for an amateur radio activity following a 13-15 year lapse. For the record, there is no appeal process in this matter. PIDXG has requested personal meetings with review agency members to discuss this activity but no response has been given to our requests. However, the cover letter accompanying the denial package indicates PIDXG is not precluded ?from submitting applications in the future and will be evaluated pursuant to the findings criteria.? As such, a fourth Kure Atoll permit application was filed by PIDXG on August 6, 2018. At this time, PIDXG requests interested DXers to help in this matter. We are progressing well. - The main camp and kitchen are fully established and supplied with food / water. - The generator sites are built and supplied with fuel. - The SSB camp, located at the main camp, is setup with 4 stations. It is this camp which has been making all the SSB /CW QSOs using VDAs. SteppIR beams go up today. - Today the CW Camp and antennas are the priority. This camp is about 3/4 mile from the main camp. Equipment for this camp was landed at a different location. About a 30 minute walk through the bush between camps. - There is very little beach at high tide. - Over the next 2-3 days we'll complete the antenna work, including 30, 80 and 160. Because of the undergrowth stringing radials is a challenge. SSB 40m 4 Square is complete, CW 40m 4 Square almost completed. - It's been very hot and humid. We've been told to expect some rain possibly later today, heavy at times. - Large 8 person sleeping tents house 3 men per tent, plenty of room. - Signals on this end are loud. The team is in good spirits and eager to get into a routine. - We will upload the log this morning. When we put the/MM log online there may be some errors with the times, we'll correct them, no need to send e-mails. - We know DXA dropped out a few times, this was due to power at the network switch. The VP6D team continues to be active from Ducie Island (OC-182) until November 3rd. The team has been very active on 160-15 meters, using SSB, CW, and FT8. With all the rain and storms which hampered the ability of the VP6D team to erect additional antennas, the team is still in good spirits. The Ducie Team sent out the following late October 25th: The rain stopped and our tents and clothes are drying off. Important Request: We know Ducie is an ATNO for many DXers. However, we are seeing far too many dupes. People are working us and a few minutes later working us again, the ops are getting a bit frustrated. We will continue operating 6 m EME on moonrise for another few nights. - We created an island exit plan with the skipper of the Braveheart. In order to make the once-a-week flight from Mangareva to Tahiti we will begin the tear down process as follows: Wednesday 31 Oct: Remove 6 m EME antenna and 160 antenna Thursday 1 Nov: Begin tear down of CW and SSB camps, antennas, etc Remove all non essential equipment from the island. Governments and telecommunications administrators in Bangladesh (S2), Bhutan (A5), Cambodia (XU), Eritrea (E3), and Myanmar (XZ) have benefited from Zorro?s patient and skillful efforts, supporting his own government and his fellow amateurs in Japan and around the world. While the A5A CQWW team is leaving today (Tuesday), the station will remain QRV as A52BH until Monday next week. The activity will utilize the permanent A5A set-up with multiple beams plus verticals on 160M and 80M. This early in the season the low-band (NA) windows were found extremely narrow but they were there. Martti will concentrate on the 160/80M U.S windows (UTC 21.00 - 00.00 and UTC 11.00 ? 15.00) CW only. On 40M there is a new 3 element beam for both CW & SSB. The QTH is at 2300 meters ASL at the campus of the Royal Thimphu College (RTC). The winter is currently settling-in in the Himalay mountains, and the night temperatures are already well under the freezing point. Team Ducie 2018 VP6D 6M (Update/Oct. 30th). Lance, W7GJ, reports: The Degradation was down to - 3.3 dB tonight and the Kp Index was 2. Their signal showed the difference from previous nights. They peaked -18 dB hr tonight - the best so far during their trip! And their last moonrise tomorrow, the Degradation should be another 2 dB lower! Last night at the end of their moonrise, they worked LZ2CC for #18. Tonight during their moonrise they worked 6 more stations: W7JW, UW7LL, HA0DU, S59P, S59Z and K4PI. The total worked during the last 5 moonrises now stands as 24 stations. Not bad at all for no elevation and not even the best cndx yet!
