American and some of the Caribbean) who observe Daylight Saving Time should change their clocks on Sunday, March 11th at 2:00 AM, and should move their "local clocks" forward 1 hour to 3:00:00 AM local time. As a protected US National Wildlife Refuge, Baker Island is a place few humans ever get a chance to see. In fact, the protected status of the wildlife is the main reason why landing permission is so rare. There are strict conditions laid down by the US Fish & Wildlife Service to make sure our DXpedition does not disturb the island?s delicate ecosystem. Eleven species of seabirds nest on the island including boobies, frigate birds, and almost a million pairs of sooty terns. There are also skinks, geckos, sea-turtles and staggering numbers of hermit crabs. As DXpedi- tioners to other remote Pacific islands have found out, crabs pose a particularly difficult problem. They emerge at night, and eat their way through just about anything that has a trace of organic matter. This includes cardboard, rope, paper, clothes, bedding, leftover food and even coax. Keeping the pesky crabs out of DXpedition tents has become sort an art-form over the years, and many different techniques have been tried on other islands such as Clipperton. The most popular to date has been the "DXpedition Crab Fence", which is basically a 15? high roll of sheet metal strung out around each tent. It?s not 100% crab-proof, but its highly effective. Even with the abundance of crabs that exist on Baker, the risk of an invasive plant or animal species from the mainland gaining a foothold is very high, and could mean catastrophe for native seabirds. This means everything we bring with us including clothing, footwear and equipment must be pre-cleaned and specially treated prior to our departure. Even the food we bring is controlled, with fresh fruit and seeded vegetables both prohibited. The land is not the only place where we?re bound by permit conditions. The marine environment at Baker is also under protected status. Surrounding the island are extensive thickets of living staghorn coral which dominate on the eastern side. Table, plate and many other coral formations are also common on the rest of the reef slopes. Larger heads of lobe, disk, and brain corals - some up to nine feet in diameter - are found along the deeper slopes. A total of 104 species of coral has been reported since Fish and Wildlife began documenting the area. Because of this, diving is strictly prohibited at Baker, and waste from our ship must be disposed at a distance of 50 nautical miles. While our movements and equipment may be regulated in order to protect the environment, luckily the hours we can be on the air are not. Therefore, we intend to be active as much as we can on all available bands. This project presents a great opportunity to prove to the US Fish and Wildlife Service that DXpeditioning is a highly compatible activity on an ecologically sensitive island. Our protection of Baker is just as important as the number of QSOs we make, so when we?re done we intend to leave the island exactly as we found it ? to ensure future operations are possible. MORE KOSOVO AND Z60A AT A GLANCE [edited] -- The Z60A organizers OG2M, OH2BH and OH3JR will be activating this newest DXCC entity again from this Wednesday, February 28th, onward on low-bands and in the ARRL DX (SSB) Contest, as their previous operating sites are still fully furnished with towers and beams. They were previously disappointed as they were not able to achieve clean receiving on the low bands, thus locals Z61DX, Z61AS and Z62FB have been working hard to find the noise sources. It now looks like both 80M and 40M are relatively clean, while 160M is still a challenge. The operators will try beverages located as far as possible from the noisy electricity lines, and they are also considering going to the middle of nowhere with their Spiderbeam radiator. It will be another Arctic mission though, as the temperatures are estimated to reach minus 17C / 1F, and permanent snow is covering the scene as they are 700m ASL. Additionally they will carry two complete stations for SHARK, to be put on the air by the locals. You can expect even more activity soon. He has lived in SC most of his Ham life but did a ten year stretch from 1970-1980 in Charlotte, NC. Gary?s current DXCC totals are 380 Mixed, 376 Phone, 353 CW with DXCC on 10 bands and DXCC Honor Roll on 8 bands. He was also the first USA station to work and confirm the 5 Band WAZ award. Currently he is the ARRL DXAC representative for the Roanoke Division. He has also been heavily involved in INDEXA for 35 years and was the recent past president for 10 years. The 3Y0Z team members are safely home. We have been home about two weeks now, after 31 days aboard our vessel M/V Betanzos. We have been to Bouvet Island, and as a result, we have a better ap- preciation for the challenges we face. It is a dark, dismal and dangerous place. Yet, when the sun shines, it is magnificent. The most difficult thing to reflect upon is the final day offshore, when we saw the island, crystal clear in calm winds, less than a mile away. The conditions were perfect for our first reconnaissance flight and possible landing of men and camp infrastructure. But, during the violent night before, the Captain had made the decision to abort. In retrospect, his call was clairvoyant. The mechanical, propulsion failure on the ship that occurred would have brought disaster, if it resulted in some of our men being stranded ashore. We are sure you are wondering what happens now? Well, we are not the kind of people to give up. The same thing happened when we were trying to activate Peter I in 2005. We came back the following year and with DAP's (the vessel owner) help, we got it done. We are optimistic about a fair settlement and a resulting refund of some of our money paid to DAP for this recent attempt to activate Bouvet. That money, and what we still have in the bank will allow us to begin making plans to try again. We have begun the difficult task of looking for a suitable vessel, and would hope to go back to Bouvet in the next year or two. Obviously, we will keep you informed. No one has asked for any of their contributions back, and, in fact, many have offered additional support for the next chapter in this book. PRISTINA, REPUBLIC OF KOSOVO -- Since the original activity from Kosovo was much hampered by a high noise level at both locations particularly on low-bands, a team led by Pertti, OG2M, Miro, OM5RW and Rudy, OM3PC and Driton, Z61DX has put all its effort into hoisting full size verticals for this weekend from a quiet location beyond the city noise. Beverages have been built for the U.S and Japan. They are using a local cell site tower as their supporting structure. The trio will have two signals on the air throughout the next three (3) nights, on 160, 80, 40 and 30M. In addition, they will still penetrate the 20M openings above 14025 KHz for U.S. Advanced and Generals. Last night they were able to reach the U.S on 160M and even the West Coast on 80M with only 100 watts thanks to N6TQ and others. Tonight they will have full power. Early this week also marked another happy occasion as six (6) more Kosovar youth took their exams for amateur radio license. On Tuesday next week the group at Z60A will start taking apart their two sites, while the towers and beams will soon be QRV with the locals. American and some of the Caribbean) who observe Daylight Saving Time should have changed their clocks on Sunday, March 11th at 2:00 AM, and should have moved their "local clocks" forward 1 hour to 3:00:00 AM local time. Tony, HS0ZDX, RAST Liaison Officer, reports to members and friends of the RAST: "There is good news for contest operators. Thailand's regulator, the National Broadcasting and Telecommunications Commission (NBTC), has granted temporary permission for intermediate and advanced class amateur radio operators and club stations with HF operators to operate throughout the 80 metre band and on 6 metres in total of 14 amateur radio contests. This authorization, contained in a notification sent to RAST by the NBTC Secretariat earlier this month (March 2018), covers HF and VHF contests in 2017 and 2018 and allows licensed inter- mediate and advanced class amateur radio operators to operate on frequencies from 3.6 MHz to 3.9 MHz during eight international HF amateur radio contests and from 50-54 MHz during six VHF amateur radio contests. Unfortunately, the dates for six of these contests that were approved have passed by, but another eight contests scheduled for later this year are upcoming. This permission dramatically increases the bandwidth on 80 metres which is otherwise limited to 3.500 - 3.600 MHz while 6 metres (50-54MHz) is otherwise off limits. Potential operators should note that this permission is granted on a secondary basis and is valid until the last contest on the list which is in September this year. A list of the authorized contests is displayed in the attached file and includes the upcoming CQ World Wide WPX Contest from March 24-26th. In order to take advantage of these opportunities, licensed RAST members are required to register in advance in order to participate in each one of these authorised contests on 3.600 - 3.900 MHz or on the six-metre band on VHF (50-54 MHz). Registration, which is obligatory, should be done at the RAST website by following this link and operators are also required to submit an electronic log of their activity to RAST within one week following the contest. This authorization also stipulates that only equipment that has been licensed by the NBTC may be used and RAST will be responsible for all operations and must file a report to the NBTC following each contest. Because this is an overall new DXCC entity, it has resulted in many requests for checking missing QSOs due to pirates, a variety of logging errors and busted calls. A CW enthusiast, Ken was most recently a member of the VK0EK Heard Island 2016 DX-pedition team. Ken was first licensed in 1955 and credits amateur radio for launching his interests in science, engineering and oceanography. Ken is retired from the US Navy; his assignments included commanding two nuclear fast attack submarines and serving as the senior member of the Navy?s Atlantic Fleet Operational Reactor Safeguards Examination team. We are very happy to welcome Ken to the team. With the cooperation of Elecraft and the Baker Island KH1/KH7Z DX-pedition team we will share the same Elecraft equipment.
