Not so, Paul.  All countries in the Independent States of the World list 
(except Kosovo) are already in the DXCC list.  All, except five (5) of the 
Dependencies and Areas of Special Sovereignty list are already in the DXCC 
list, plus some that are not listed anywhere else (4U1's, Sable, St Paul, 
Kingman Reef, Desecheo, etc). The five exceptions on the Dependencies list 
do not meet any DXCC criteria, even if modified as I propose.
