Kosovo, as far as DXCC is concerned, is still part of Serbia until
further notice
The only way Kosovo could gain separate entity status is :
membership to UN
or own ITU prefix
or listed in the DoS list of special sovereignty areas.
No other way....

On my last DXCC submission, just received back about 10 days ago, I
submitted YU8/S56M (Kosovo)and received DXCC credit for Serbia on a new
band. The date of the contact was 7 Aug 2008.
Did I make a mistake submitting the card for Serbia credit?
Did ARRL make a mistake in accepting it?
It's not a problem here, since I have other cards I could submit for
Serbia
on that band.
