Not true Bob.  Kosovo does not count as Serbia for DXCC.  It currently
counts for nothing!  57 countries recognize Kosovo's sovereignty and it is
not on the ARRL DXCC list?

Contacts with Montenegro count as separate from Serbia as of June 28,  
2006.  Currently only Kosova is counted as part of Serbia.
