[DX] Pse - no Up

It's been my experience that "UP" really is helpful IF it also includes 
at least part of the guy's call.  More often than not it is not that the 
  other fellow doesn't know the DX is operating split, it's that the 
fellow thinks he's operating split but isn't.

Unless there is part of the call, everyone assumes the "UP" is for 
someone else.

I do recall one time I was calling the DX on his own frequency.  Someone 
else sent my call and UP UP.  I sent NO and worked the DX simplex on my 
next call.  If you are going to be an UP cop, be sure the DX is 
operating split.  Unless, of course, you are trying to thin out the 
simplex pile-up  :-)
