Vladimir,
They are most likely alternates.
However, there is another problem with UBA bureau.
If you send them a parcel, Post Offcie requires the
signature. but neither of them is authorized to do so.
This slows the proces dramatically.
Recently they joined effort with PA bureau and send
QSL cards together. However, still receive separately.
