[DX] TI0 and IRC

Hello
An info has circulated about an upcoming activity in Costa Rica, stating 
they require 2 USD or 2 IRC to get a card (direct only, no bureau card)
2 USD maybe required due to exchange rate, but if using IRC, ONE is 
enough, unless hamradio is now a business.
It is time to react against this kind of practises...Bureau should 
always be an option, and no way 2 IRC required ...
Where has hamspirit gone ??
