DXCC COUNTRY/ENTITY REPORT: According to the AR-Cluster Network for the

4S7, SRI LANKA. Members from Lufthansa Amateur Radio Club(LARC) will be
here from March 3-8th. They will be operating all bands on SSB and CW.
Operators will be Frank/DJ3FK, Bernd/DK7TF, Karl/DL4FP and Rudi/DK7PE.
If possible, Rudi DK7PE will try some 160m, depending on the antennas
possibilities. Rudi tells OPDX that callsigns are not known yet, but
they should be: DK7PE (4S7PEG), DK7TF (4S7DLG), DL4FP (4S7**G not known)
and DJ3FK (4S7**G not known).

9M6, EAST MALAYSIA. Nakamura, JE1JKL, will be active as 9M6NA in the
ARRL DX CW Contest (February 21-22nd) as a Single-Op/Single Band (80m)
entry. Activity will be from Labuan Island (OC-133) between February 17th
and March 2nd. Outside of the contest, look for him on 160 and 80 meters.

9Y, TRINIDAD AND TOBAGO. Look for Walter/DL8JS, Ulla/DF6QP, Alfons/DJ8VC,
Eberhard/DJ8OT and Hannelore/DH5JR to be active this week as 9Y4/homecall
until February 14th. They are expected to be active daily between 0900-1800z
on the following suggested frequencies: 14277, 21377 and 28377 kHz. QSL
to their home callsign via the DARC bureau.

AX, AUSTRALIA (Attention Bird Watchers!). According to the Wireless
Institute of Australia, all VK amateurs can use the AX prefix on January
26th (their local time, this is a national holiday). ADDED NOTE: David,
VK5DG, states "Circumstances permitting I will be using AX5DG on AO-40
during the 06:00 to 11:30 UTC window. AO-40 will be over the Pacific
ocean during this time."

DXCC RULE CHANGE. Wayne Mills, N7NG, ARRL Membership Service Dept. Manager,
sent out the following ARRL News Release (Dated January 20th):
  At its January meeting in Windsor, Connecticut, the ARRL Board of
  Directors removed paragraph 1.c) from the criteria for determining a
  DXCC Entity. This provision, implemented in 1998 as part of the DXCC
  2000 Program, had provided that "An Entity will be added to the DXCC
  List as a Political Entity if it ...has a separate IARU Member Society."
  Since that time, the rule has allowed for the addition of four new DXCC
  Entities and the retention of one existing Entity.

    At the time it was not expected that this would create difficulties
  with the administration of the IARU. Unfortunately, the provision has
  had the unintended consequence of stimulating applications for IARU
  membership that do not further the objectives of the IARU, creating an
  unfortunate and unnecessary administrative burden.

    The rule change will have no effect on those Entities created by or as
  the result of the rule. According to DXCC Rule II, 5. C), "A change in
  the DXCC Criteria shall not affect the status of any Entity on the DXCC
  List at the time of the change."

  The other two criteria for the determination of a Political Entity for
  DXCC continue in effect:
    a)      The entity is a UN Member State.
    b)      The entity (except international organizations) has been
            assigned a callsign prefix block by the ITU.

  The text of the Board resolution reads:

    WHEREAS, the DXCC 2000 program adopted by the Board in 1998 included
    changes to the criteria for a DXCC entity, and

    WHEREAS, one of the new criteria makes separate IARU membership the
    basis for determination of a "political entity," and

    WHEREAS, this rule has served a constructive purpose with respect to
    existing IARU societies, but WHEREAS, the rule also has had unforeseen
    consequences in creating an incentive for the creation of proposed IARU
    societies that do not further the objectives of the IARU, and

    RECOGNIZING that elimination of the rule has no effect on the DXCC
    entities that already have been created as a result of the rule,

    RESOLVED, that the DXCC rules are hereby amended by deleting IARU
    membership as a basis for determination of a "political entity."

Contest (March 27-28th) as a Single-Op/All Band/High Power entry. QSL

FR/E, EUROPA (Some Interesting Reading). Jean Michel, F6AJA, informs
OPDX readers that if you need some information about Europa Island, you

Go to "articles parus" or "published articles" and choose "Europa". In
this article, you can find a complete set of QSL cards (18 total) that
were issued from operations from this island.

FS, FRENCH ST. MARTIN. Craig, AH8DX, will be active as FS/AH8DX in the
ARRL DX CW Contest (February 21-22nd) as a Single-Op/All Band/High Power
entry. QSL via AH8DX.

HF0, SOUTH SHETLAND. Voytek, HF0QF, is currently active from Poland's
Henryk Arctowski base station at Rakusa Point, King George Island until
December. Activity will be on all bands (80-10 meters) CW/SSB. He was
spotted on 40 meters SSB (7056 kHz) and 80 meters CW (3513 kHz) this week.
Wanda, SP7IWA, handles his QSL cards. She is having them printed, so
please be patient.

IOTA NEWS................
   AS-049.  Operator Toru/JI5USJ and Makoto/JI5RPT will be active as
            JA6PSE (SSB and RTTY) and JA6PSI (CW only), respectively,
            from Tokara Arc (Takara Island; J.I.I.A.: AS-049-012; WLH-0884
            TAKARA SHIMA - Araki Saki; G.Loc.: PL49od and JCG:46006) from
            February 24th to March 2nd. Activity will be on 160-10 meters
            on CW/SSB/RTTY using 200w into the following antennas: Dipoles
            (for 160/80,40,30m), two element phased vertical antenna
            (for 40m), 20/15/10m 2 element yagi and a 17/12m HB9CV. QSL

J43, GREECE. In the upcoming CQ WPX RTTY Contest (February 14-15th),
look for SV1CIB, SV3FUO and SV3BSF to operate from SV3BSF's shack in a
Multi-Single HP category with the callsign J43BSF. QSL via SV1CIB.

J6, ST.LUCIA (Update to OPDX.636). Scott, N9AG/J68AS, a member of the
J6DX team expected to be here between February 11-25th for contesting
and vacation, announced they have plans for a big effort on 160 meters.
They will have an Inverted-L antenna, about 65 feet tall, on the side of
the hill and a KW. The antenna will have a favorable path to the north
and through the west to the southeast, but they are blocked by a hill
toward Europe. They will be active on 160m beginning about February 14th,
Scott suspects.

JW, SVALBARD. Rag, LA5HE, will once again be active as JW5HE from February
12-18th. There will be an emphasis on the low bands and CW. QSL via his
home callsign.

KP2, U.S. VIRGIN ISLAND. Rick, K6VVA, informs OPDX that he will be active
as KP2CW in the ARRL CW DX Contest (February 21-22nd) as a Single-Op/All
Band/High Power entry. QSL via K6VVA. Rick will be there between February
18-24th. He tells OPDX that his activity outside of the contest will be
on Thursday (2/18) and some on Friday (2/19) - All Bands as they are
opening, but also doing setup/testing. He will also be active primarily
on CW. The NCCC Co-Founder Rick, K6VVA, emerges from DX/Contest Mothballs
after 25+ years and hopes to QSO many old friends!

LZ35, BULGARIA. Gosho, LZ1ZF, will be using the special callsign LZ35ZF
to celebrate his 35th anniversary of being active on the Amateur Radio
bands. The special callsign LZ35ZF will be available until December 31,
2004, on all bands and modes. QSL to LZ1ZF via the Bureau.

MOST WANTED DXCC LIST FOR SATELLITE! Scott, NX7U, reports, "Now that
AMSAT-OSCAR 40 has been operational for some time, there are more and more
individuals and DXpeditions expressing an interest in including a satellite
station in their plans. It would seem to be a good time to compile a
current 'Most Wanted' DX list for satellite. Please submit to me
< nx7u@arrl.net > a list of DXCC entities CONFIRMED...any satellite,
anytime. A simple text file with a single column of prefix or name will
be fine. Hopefully this won't be a burden on paper-loggers. Please remember
to include your own call. Remember--the more responses received, the more
accurate and useful the information will be. I will compile the responses
and post them on a Web page (URL to be announced). Please pass this
information along to any Satellite DXer who may not get this directly.

P4, ARUBA. Andy, AE6Y, will be active as P40Y from February 15-22nd. His
activity will include an entry in the ARRL DX CW Contest (February 21-22nd).
Activity outside of the contest will be on 160-10 meters including the
WARC bands. However, his activity before the contest will be limited
because Andy told OPDX that he has a lot of station maintenance to do.
QSL via AE6Y.

PJ2, NETHERLANDS ANTILLES. Operators Martin/NW0L, Tom/AE9B, Geoff/W0CG,
Jeff/K8ND and Jerry/WB9Z will activate the PJ2T contest station on Curacao
during the ARRL DX Phone Contest (March 6-7th) as a Multi/2 entry. QSL
via N9AG.

PJ7, ST. MAARTEN. Bil/W8EB and his wife Dorothy/W8DVC will be on the island
from February 15th through March 21st. Activity will be on 160-10 meters,
CW, SSB, RTTY and PSK31. Bil's callsign will be PJ7/W8EB. His activity
will include a Single-Op/All Band entry in the ARRL DX CW Contest as
PJ7/W8EB and a Multi-Op/High Power entry (with K8RLM) in the ARRL DX Phone
Contest as PJ7B. QSL both contests via W8EB. His equipment: FT-100D,
Averatec Laptop, Ameritron 811H amplifier, WriteLog and DX4WIN software,
Cushcraft R-7000 vertical for 10 thru 40, long wire for 80 and 160.

QSL INFO AND NEWS..............
   Jaak, ES1FB, has reported that he has uploaded the logs to the LoTW
   for the following stations: 3W6KM, JW/ES1AKM and XU7ACE.

   HA2004 QSL INFO. On May 1st, Hungary will become a full member of the
   of the European Union. To celebrate this event, look for special
   callsigns HA2004EU (QSL via HA5XXA) and HA2004UNI (QSL via HA6QT) to
   be active during the year.

   Ken, W8LU, advises OPDX readers that he has uploaded all computer logs
   for KL7Y to the ARRL LOTW. The upload was 148,000 QSOs and includes all
   KL7Y QSOs back through 1994.

   CHECK YOUR QSL ROUTE AND DATABASES! Vaclav, OK1DXE, informs OPDX that
   his 5N0W and 5N0HVC activity and mission from Nigeria ended at the end
   of 2003. He has already started to work on his QSL cards, and the first
   batch of QSLs should be in the mail this week. However, he mentions
   that because 5N0W was used in the past by David, OK1RK, and he has
   registrated this information with most QSL servers, Vaclav feels most
   of the QSLs were sent to him and perhaps lost. He has only received
   a few requests for this callsign. Vaclav, used the 5N0W callsign from
   July 1st, 2000, until the end of 2003. If you have not received a QSL
   card yet, please send your QSL again to OK1DXE via direct or the OK
   QSL Bureau.

   QSL MANAGER ANNOUNCED FOR 9V0A! Alan, VK4AAR, informs OPDX that he
   has just been asked to manage the QSL cards for 9V0A (Patriot Hills
   ... about 1,500 Kms south of Peter One Island and near the South Pole).
   Alan states, "Cards won't be ready for a little while as the operator
   is now headed to Africa on work for a couple of weeks and still has to
   get his log ready for me on his return. So... patience! Bear in mind
   that our Aussie dollar is still getting stronger against the U.S.
   dollar but IT IS STILL THE PREFERRED WAY (IRCs can be a problem)."

   NEW QSL MANAGER! Zik, DL/VE3ZIK, reports that Nenad, VE3EXY is the new
   QSL Manager for: VK9LX, VK9LX/9, H40XX, H44XX, VK1AA/2 and VK1AA/4.

   QSL VY2ZM via K1ZM. Operators were K1ZM, WW2Y, K2WI and VK6VZ. Their
   activity was this past weekend in the CQ 160-Meter CW Contest. Steve.
   VK6VZ states that the team was "Powered by Vegemite sandwiches.."

   Operators Anthony/K2SG, Tom/K2TW, Peter/KU2C, Bob/N2OO, Robert/N2HM,
   Gerald/W1GD, Martin/W2CG, John/W2GD, Dan/W2NO and William/W2RQ were
   active as W2GD in the CQ 160-Meter CW Contest this past weekend as a
   Multi-Op entry. QSL this 160m operation ONLY to W2CG. Activity was a
   portable operation from the former Coast Maritime CW Station. They used
   a Multi-element Vertical array hung from 100M tower in a salt marsh.
   They also used an Inverted - L and 6 beverages (NE, E, S, SW, W and NW).

   QSL YU9VK (op. HA7VK) via HA0HW. Laci, HA0HW, states that this is the
   ONLY YU9 prefix active on the bands!

   Bill, W9OL, announced he just put the YB1AQC log and The FIRST operations
   of ZD8XX (August 5-24th, 1989) onto the LoTW. The ZD8XX 1991 log will be
   loaded after transcription. Bill states, "I will continue to provide
   hardcard QSLs upon request. USA only require a SASE. Non USA only require
   a SAE, 1 IRC is sufficient. All bureau requests will be replied via the
   bureau. If you feel that you have a QSO that is not included in the LoTW
   log, feel free to E-mail me with particulars and I will re-examine the

SFDXA AND MIAMI TROPICAL HAMBOREE. The South Florida DX Association (FDXA)
is pleased to announce that the Speaker for DX Forum, at the Tropical
Hamboree on Saturday morning at 10:30 AM, February 7th, will be Bob Schenck,
N2OO. Bob has been to many terrific DX locations, so it is hard to name
them all. He will give a presentation on the recent BQ9P Pratas Island
DXpedition. Bob and the group were on Pratus this past October and after
that highly successful operation, he continued on to Borneo as 9M6OO. Visit

SX1, GREECE. Kostas, SV1DPI, will be using the special callsign, SX1A, to
operate in contests until June 2004. He was active this past weekend in
the BARTG Contest and is expected to be in the CQ WPX RTTY Contest as a
Single-Op/All Band/Low Power entry. He will also be in the ARRL
International CW and SSB Contesto with the same callsign, SX1A, as a
Single-Op/All Band/Low Power entry. QSL SX1A via SV1DPI.

VP5, TURKS & CAICOS ISLANDS. Operators Gyuri (George)/HA5JI, Gyuri (Geo)/
VE3NZ and Lali/VE3NE will be active from Caicos Islands (NA-002) for a
few more days as VP5/homecall (until January 29th). The trio was active
over the past weekend as VP5JI during the CQ 160 CW Contest. All QSL cards
are via HA8FW either via the Hungarian Bureau or direct to his address at

YI, IRAQ (Update). Dwayne, KE4RVT, is now active with the callsign
YI9RVT. He was heard on 20 meters CW (QRP) this past weekend. Remember,
he will be operating CW/SSB QRO/QRP on 40-10 meters. He will be in Iraq
for 12-18 months and will be operating during his downtime from work.
Dwayne states a standard QSL will be available or an E-QSL.

YO DX HF 2003 CONTEST SCORES (ed. And I do not mean YAO!). Ciprian, N2YO,
reports that the 2003 YO DX HF Contest scores are now available on the
