Oblast is equivalent to "state", and RDA is equivalent to county.

No  oblast numbers any more, now we have oblast abbreviations, similar
to  abbreviations you use for states, but for RDA (counties) we prefer
not  names  (unlike  of  you  with county names), but identifiers like
LO-01, where LO is oblast name abbreviation, and 01 is a serial number
of district (county).
